The Hawkers’ Development Programme (HDP) is an initiative by National Environmental Agency (NEA) and SkillsFuture Singapore (SSG) to equip aspiring hawkers with the fundamental skills to embark on their hawkerpreneurial journey

Candidates will go through three stages:

  1.  Training in modular culinary and business course
  2.  Apprenticeship at a hawker mentor’s stall and
  3.  Incubation with Mentorship at a hawker stall

Stage 1 Training

The Asian Culinary Institute, a CET institute of Nanyang Polytechnic, will conduct a 5 days national training programme entitled, “Core Hawker Entrepreneurship Fundamentals” to train aspiring hawkers in the culinary and business aspect of running a hawker stall under HDP@ ACI.

Stage 2 Apprenticeship

Trainees will have the chance to be an apprentice at the stalls of various Hawker Mentors. Trainees will undergo 8 weeks of apprenticeship at the Hawker Mentor’s stall.  Besides learning about the specific culinary skills of the hawker dish/es, trainees will also learn from the hawker mentors the skills of running a hawker business. Hawker Mentors will guide trainees to prepare for Stage 3 - in the preparation of a commercially viable hawker dish or dishes and business plan for eventual business, through (i) NEA Incubation Stall Programme or (ii) NEA Hawker Stall Tender Scheme.

Stage 3 Incubation

During the Incubation Stage, trainees will receive mentorship for a period of 12 weeks at their newly placed hawker stall. This is to provide the necessary support for the trainees to sustain their new hawker business in the initial phase of business. The Hawkers Mentors will maintain regular communication with the trainees, and check-ins at the participant’s stall, to provide advice on areas of improvement, to help trainees transit seamlessly into a steady state of viable business operations. 

Training Grants

Eligible participants can apply for training grants if they sign up for all 3 stages - 1)Train 2) Apprentice and 3) Incubate of the HDP. In addition to eligible course fee grant, aspiring hawkers will receive up to $1,000 per training month trained under Stage 1 to 3*. Veteran hawker mentors will receive up to $500 per training month for their involvement under Stages 2 to 3*.

  • Singapore Citizen or Permanent Resident, 18 years old and above;
  • Minimum Secondary Education or Workplace Literacy and Numeracy [WPLN score: Level 4 for Reading, Listening, Speaking, Writing and Numeracy]
  • All applications will be evaluated to determine their suitablity for admission into our relevant level of programmes. This is subjected to submission of the required supporting documents and the minimum enrolment to start a class.
